During shutdowns, Russian carriers switch mobile internet into whitelist-only mode: a short list of approved addresses stays reachable and everything else, ordinary VPNs included, simply does not open. Noir disguises its traffic so it passes in that mode too. The bot currently ships 36 bypass routes, working in every region and on every carrier. We wrote up how to test the mode yourself, and why WireGuard dies in it, separately: whitelist mode.
We run nodes in three countries, monitor them around the clock and replace blocked IPs. The Happ client switches to a working node on its own via urltest, so you do nothing.
The honest answer: full anonymity does not exist. We encrypt your traffic and we do not sell data, but we will not promise something that is technically impossible. If a service guarantees you 100% anonymity, that is marketing.

Crypto works from anywhere. Cards do not: Visa and Mastercard stopped working with Russian acquirers in 2022, and SBP is domestic only. Noir is built for people inside Russia, so that is the payment reality we work with today.

WireGuard and OpenVPN are recognisable by their packet signature: DPI sees a VPN and cuts the whole thing. Reality instead poses as an ordinary TLS connection to a real website and needs no front domain, so there is no traffic type left to block. That is why Reality and VLESS survive in Russia while WireGuard services are the first to go.
Yes, that is exactly what the 36 bypass routes are for. In a shutdown the carrier leaves only approved addresses reachable, and Noir gets through in that mode as well. Wi-Fi is unaffected: the restriction applies to the mobile network only.
